Namco Bandia is pretty notorious with it's DLC also.
The way I look at it, just let your wallet do the talking. Sure it sucks if you have to pay to unlock costumes in SF4 that are pretty much on the disk, but nothing is telling you that you need to buy them. Especially at the prices they are asking for.
I would personally buy it for $5 at most. Then again, I played SF4 the first week of release, and have barely touched it since, so take that as you will. I love RE5 (especially Mercenaries), but I am in no rush in purchasing that VS DLC or whatever it's called.
