Don't States of Emergency get declared to get federal funding though? They don't even know how the damage will be.

Sure, prep for the storm, but do it with state resources and don't jump the gun and over react. =/
 
We really need to get on this Muggs/Munnys thing. Might get my people on the hunt for cheap blanks.

Downloaded a couple of templates so I might do some sketches in the meantime.

When the storm is imminent, which it is, it's an appropriate reaction. It doesn't mean the state gets a blank check to do whatever they want beforehand, it just means that the preparations will be made for immediate action when the storm hits, rather than wait for approval. It's a red-tape thing more than a cha-ching thing, but whatever.
