You just have to know how to work it. From what I've noticed is that it'll lock on to whatever the most important thing is on the screen. For example if there are Rhinos/Tauros on the battlefield it'll lock on to that if it's in you field of view over other dragons or whatever else.
Also if having trouble with lock-on I thought it was easiest just to go to rage vision. That usually worked to take out a group of dragons/cannons/whatever.
It can get annoying, but if you aren't locked on to what you want to be locked on to let go for the lock-on button and try again.
