I know a lot of people were taking about this game being $29.99. But I just saw it on sale for $19.99 at GameStop, and it's currently unavailable on Gamestops's website.

No idea. I don't know anything about it personally. I just remember seeing a thread posted a whole ago about it being $29.99 at GS for pre-order. Figured I would let the people who were interested in it know about the sale.
 
It got about a 65 on Metacritic. Lot of people say it has clumsy controls, pretty meh graphics and animations and such, but if you can get past that it's got a pretty good story. I'd probably buy it if it was $15 or less. $20 isn't bad though.
