As far as I know they're only available for purchase with the Witcher 2 Collecter's Edition. The GOG digital download has a pdf version of the art book.

But, during E3, the game maker was giving away a ton of these art books for free.

Yeah I checked online and researched a bit and that is pretty much the same info I came up with. It is a shame, I would gladly give them money for such a great looking book for a superb game.
