Static IPs make it easier to find a computer on a network. In the case of port forwarding, it makes it so the router can always find the device you're forwarding the port too.

For example, if your computer was dynamic IP, it could have an address of x one day and y the next, so setting up the ports to forward to x wouldn't work if your device ended up with the IP of y.

However, if you have a static address of b, and set up the ports to forward to b, you'll always be able to have those ports forwarded correctly.
