Thrillville: Off the Rails PS2/Wii/DS/X360 $29.99, PC $19.99 @ Amazon

Played the demo of this on 360 and found it kind of meh. Not bad, not great. But if you're a theme park sim fan, you will no doubt enjoy it. Also a great game for elementary to jr. high-aged kids.
 
I rented it and played it quite a bit, the mini-games are fun and there is clear direction on where to go and what to do, but you can do sandbox-like stuff with building the coasters and placing games, stands, etc. like with other sims if you like that sort of thing.

I'd say the 360 version is worth ~$20 to the normal individual, but $30 is about right if you are really into this sort of thing. The achievements are pretty well-done as well, you get points for each mini-game you excel at.
 
I rented it expecting my wife to love it...but she didn't. Fun for a few minutes but it gets old fast. At $30 I would still rent and trying before buying.

I didn't look, but I am willing to bet it is (at least at Target). Ds 19.99 Wii and 360 29.99 so I think you should head on down to target.
