Wal mart has a display with all harry potter movies the 1 disc and 2 disc of goblet of fire for 9$ and change *forgot the actualy price i paid* not sure if thats ymmv or not but id check there

Actually, it was only the 1-disc of Goblet of Fire that was $9 at WM.

I got the first 3 Harry Potter movies for $11 total using GS's buy 2 get 1 free and Edge card. It was $6.99 separate. They were complete and in mint condition.

Check pawn shops, they always seem to have some in stock.
Half.com has the 2-disc Goblet of Fire for $17.25+ s/h, like new condition.
UPDATE: try a website called CDTradepost.com They're a smallish store with multiple locations around the US. I used to live near 4 locations (Omaha), they're a great store, and always treat their DVDs good (or resurface them nicely).
You can order Goblet of Fire 2-Disc from them for $12.99 (a few store locations have it in stock) + $3 shipping. $15.99 shipped.
Easiest way to use their website: do any search, then click on "use old search engine", type goblet of fire, look for (2PC) at the end of the title. I see at least 3.

The films have been "discontinued". This is due to rumored hd releases and what not. My first film is fullscreen so I'm holding off for a nice blue ray release. These type of movies are worth going HD for.
