I recently came across this post which describes how you can access your PS3 via remote play using any PC with windows 7. I set this up on my laptop and it worked flawlessly.
1: Download the Vaio Remote Play application
2: Install the application
3: Download the patch [Link]
4: Follow the readme & copy the files to the Vaio remote directory
5: Launch the Vaio remote app and follow the instructions to connect to your PS3
6: (Optional) Update your remote play settings to allow remote play to turn on your PS3 when connected
