The guy seems like an established member here. Why go and think that it's some type of scam right away. Maybe he just doesn't know about being able to use a virtual credit card like 62t stated. There has to be a skeptic I guess.

He could also take the money out of paypal into his bank account and have the cash to buy the CC gift cards too.
