I thought the same thing til I decided to get a phone that ran Symbian as an OS to use the tons of applications out there and a few of the custom ones I have since wrote.
After looking at all the Nokia 6xxx, I couldn't find a single phone like it for under $400. The Ngage is a good phone that just happens to run a few games. The official Ngage ones that sell in the store aren't that great, but there are many Symbian games that are. Though, this is definitely uncompareable to a Gameboy advance.
You can get one refurbished from EBGames for $79.99 -

I bought mine a few months ago from them for $99.
I've heard you can unlock it to allow service from any provider, but I just went with TMobile myself as others (Cingular) don't support it on their network.
Also, the XD will be out soon (or already?) and most providers will bundle it at $99 with service. They moved the memory card out from behind the battery, but removed the MP3 player and Radio feature. =(
*Edit: Oops, just noticed this is in the trade section... um.. I'll sell you mine for $150 shipped if the above information isn't worthwhile*
