What Game is This?

A while ago (mid 90's maybe) I used to play a Risk-like game. It's possible it was shareware/freeware. The more troops you had on a territory, the bigger this cruise missle-looking thing got and Otto von Bismarck was one of the people you could play against (and maybe control). That's all I can remember.

Any idea?

I think that's the one that had Hitler in it then switched it to Bismarck later. Not sure, I'm getting too old. haha.
