What is RSS/XML?

How does it work? And what is a good and easy (free) self standing program to run these on?

I want to use this mainly for news items.

An easy self-standing program to write XML with? My guess would be Notepad.

no, a program that allows you to input feeds. Some I have found are Alertbear and RSS bandit. Are there any better ones?
