When did amazon start offering sunday delivery for 17 bucks per item

check yes and the shipping jumped to 17 bucks per item. WOW

compair to monday for 4 bucks per item

Depending on what time you clicked to order, it could have been next day delivery. (next day from Saturday).

I don't think what you think you saw is what you really saw.

UPS barely delivers on Saturday, definitely not Sunday.
FedEx tried Sunday delivery but stopped around 2001.

Any Friday night orders I place on Amazon show 1-day as arriving Monday and 2-day for Tuesday or Wednesday.

Amazon does use couriers in some cases. It wouldn't surprise me if they just started offering this in a few of those areas.

Yeah, they have couriers in certain cities that bring it to you.
