Walmart has had milk for as cheap as 1.50 in the last year.
As for Jewel Cases, honestly I usually go for whatever the flavor of the month is at office max, staples, office depot, best buy, etc. Sometimes it involves a rebate, sometimes not. Once I got a really cheap case of CD-Rs each in a color slim line case for really cheap.
The only time I struck out was last time - I went for the Fry's after rebate cheapie slim lines and I will not be buying those again - they feel flimsier than the CD and feel like they will break with any slight damage.
Last time I got DVDs was at Target on clearance, they were half off - sonys - different colors - got like 100 for 10 bucks or something. I mainly use DVD for backing up movies, netflix movies I don't have time to watch, and yearly data back ups - nothing I use for archiving.
I know there is one asian brand people really recommend if you want DVDs that will last more than a few years.

i dont use cases i use the paper sleeves, u get 100 for 4.50 and take up less room
