Who sells Action Replay Max (not evo) and accepts without a receipt? (but its sealed)

I bought the wrong version of Action Replay Max, and BestBuy wouldn't give me a refund for it since it was opened, but I did exchange it for a sealed in box copy. Where could I return this to get a refund? I can't find anywhere that sells it besides BestBuy... Just for reference here's te product:
