Anytime that the system is shut down, it's in standby. You can't just turn that off without unplugging the system, and the light won't be on at that point. The difference between red and orange lights is whether or not WC24 is on or not.
 
I don't know if this has already been cleared up, but GameCube saves cannot be moved from a GC memory card to an SD card (at least natively within the Wii at this point).
