Windows Desktop Problem

I can't change my desktop background. When I go there the box that you can normally scroll through the different backgrounds does not allow me to click on it or anything. I tried right clicking on a picture to set it to the desktop background but that does not work either. Can someone help me, I'm tired of looking at this background.

I usually just find a pic and do the right click set as background
