It's $60 on steam, and I'm pretty sure it's being sold for cheap on Rock Star's own platform, but I want a Steam key, specifically.

Yeah Steam keys are not Global. From what i seen Rockstar Social Club Key are Global and no restriction.

well you can always do the ip masking technique. My steam still showing it as 39.99 usd. I am in brazil. And when I log in to steam the value changes to real 99.99.
