I'm assuming they're calling it Kings and Barons because there is a Baron in the Kings set that's usually bundled with Scouts. Anyway, the board game works like this: There are seven new tiles, five of them are terrain and one each is the King and Baron. The K/B get set aside and the King always goes to the owner of the largest city and the Baron to the largest road. They're worth 1 point each. The most interesting new terrain tile is a city tile bisected by a road but still counting as one connected city. The others are minor variations on standard tiles.
