So I've lost the password to my hotmail account and the customer service team has notified me that they can't verify the ownership of the account so I can't receive a recovery password.

So can I move my XBL account/profile to another hotmail email account without having the password for my old email?

Probably not. If you can guess your PW you can change your email through the dashboard
