Should the usernames of banned members be blocked with CAG 3.0's new username change feature?

I noticed today that the CAG formerly known as jack_frost had just changed his username to Iamthecheapestgamer, which you may know as one of the more infamous perma-banned CAGs recently that was up for a Villain of the Year Cheapy award. If it weren't for the username history, this wouldn't be easy to spot, so I'm suggesting that the names of perma-banned users should be blacklisted from future use so that they can't be used for nefarious or trolling purposes.

 
The names of all existing users are protected...he is tricky and used a lowercase "L" instead of a "I".

on a slightly different note

it seems banned users show up as "guest" or something next to posts that are still active.  Even though they've been banned, I think users

should still be able to use the usernames

 
I agree with Frisky, seems like something that should certainly be implemented, if only to avoid confusion and (intentional no doubt) mistaken identity.
