That's the Tsuburaya monster movie making 101. You gotta have humans investigate, and then you see brief monster fighting. It's worked for the past 60 years, why quit now? Wasn't that Transformers 4 as well?

And holy crap! Edwards is going to make a Monster Melee?

I remember reading just as the success of the reboot was coming in, that edwards or someone from the production mentioned how they wanted to transition the films into incorporating monster island (or even more monsters) and such. I think that's one reason why there turns out to be more mutos in this one.
