They're like they are on the PS3, you can earn all the trophies you want offline and will still get time stamps for all of them, all you have to do is sync when you go online.

CvS2 is finally being released, I remember it being scheduled to be released back in April. Don't mind buying it again since my PS2 disc won't work on current PS3's but hopefully fightsticks will work with PS2 Classics.

Japan has Plus too, just doesn't seem to have the frequency of the releases like US and EU. Most of the Plus offerings in Japan have been PSOne classics.
