You have to preorder the base version first. The For You offer on the Xbox store will then show available. You preorder that for $30 and then cancel your $69.99 base edition preorder.

It is literally just 80 levels of challenges with different levels of difficulty with a razor thin story and some pretty cool boss battles holding it together. The only thing it adds for multiplayer is some clothes and the Octolings.
