I can confirm that this code stacks with the Birthday Coupon. The employee (as always) told me that 2 coupons at the same time won't work. That the system will accept only one. 

I told her to scan both coupons... and BANG! Got both discounts.

First give the PUR card. Then the 20% coupon. And finally the $3 off one. This order should work.
