A2: No guarantees, but xbldb catches price changes for promoted sales at around 6pm Pacific/9pm Eastern before an official start date day. Starting times fluctuate more than ending times.
MSP to Currency Conversion
As of Aug/26/2013: Users' existing Microsoft Points (MSP) converted into local currency "equal to or greater [than]" their current Points balance. Converted MSP will NOT be taxed, only MSP codes added to accounts after Aug/26/2013 may be taxed during checkout (if your state collects online sales tax). Currency gained from converted MSP will expire on Jun/01/2015.

ing amazing. I know Im repeating myself, but I'm just trying to help fellow CAGs out. TWAU is one of the few reasons I've haven't gotten rid of my 360 yet (still wanna finish up that, TWD Season 2, South Park and Ninja Gaiden Z in March, not to mention MS is making it ridiculously difficult to move onto my X-Bone with all these crazy deals lately, adding more games to the backlog).
Maybe I'll end up buying it, after all
