That's just silly. I have a good PC, but it's not an enthusiast-level machine or anything, and it runs great. There are tons of options for you to turn on and off right in the menu if you have frame rate issues; it's not at all a bare-bones port. To lift the 30 FPS cap you edit ONE LINE in Notepad (whew - tough stuff).
I hate that lots of people seem to be having difficulty running the game at levels they deem to be acceptable because the game looks great, plays great, and so far the story is very interesting. So far, the open world from City is a little more focused in parts (like Asylum). It seems to be a good combination of both.
AK seems to be a great game, on par with the first two, and it's a shame it may not be optimized enough for everyone to enjoy it. The real shame, however, is that the issues seem to have created a crowd of people who have already jumped to the conclusion that because there are technical issues for some that it's a terrible game. I can't imagine that these things won't be addressed in some way because the engine is rock-solid and well-tested. People need to chill out and wait to see what happens. In the meantime, people always have the option to upgrade their hardware a bit and bypass any optimization problems.
