ok lets take dota for an example. The creators of Dota make a SC2 type of map. From what i am just guessin is that they will give these "developers" a special place in the battle.net marketplace and have people download the official release of these maps. They could be said to hold the rights...

stop using the word hate. i loved sc1 too all i did was play custom maps. sc1 was my cousin's game and i could never touch it. he wouldnt let me play. But when i had the chance, i rushed to the custom maps sections and played the following: evolves, simpsons, bunker wars, nuke the zerglings...
