They don't appear to be official Nintendo ones and you can use PayPal. I doubt they're very expensive to make. There's nothing to worry about. It's a good way to attract new customers to their site.

I purchased one yesterday and just tested it myself. Diagonals do work. Upward right, downward right, upward left, and downward left all work fine when I press the intended directional buttons. Pressing two face buttons together to perform special moves in beat-em-ups works as well...
