I went to Atlanta last week and didn't see any foxes, especially cheap foxes. Clearly a myth.

I don't recall any missions failing based on a timer, but I could be wrong. The only "missions" on a timer I know of are settlement defense, which I completely ignore because I play survival mode with no fast travel.
