If the joycons slide out without them having to push the button they’re considered broken and they have to send them out for repair. Hence the $40 they take off. Just saying for others taking advantage of the trade, check to make sure your joycons lock into place before heading to the store.

It's $30 for the Founder's pack which unlocks all current and future characters (maybe other things?) and gives you access immediately. Total FTP is coming later in summer. FYI, it's only $13 if you buy it via the Mexican eShop.
