No, you still have to buy the VR Passport. It was free for a limited time at release(to keep forever) and they did the same promo for Fortune when VR was finally added. It's cross-compatible with both games so if you had it already you're good, if not you have to pay for it now.

Your post is confusing, that is not available in Scarlet. That's the Fortune suit from DOAX3: Fortune which isn't available even on Switch Scarlet.
