To further clarify, PS3 are for the most part region free so you won't have issue with those. Japan and the US share regions on Blurays, so don't worry about those either.

Assuming 100Y = $1 is an underestimate. If you spend 3000Y on an item, for example, you suggest figure it'll be around $30 and it'll account for shipping when in reality the item is about $34 before shipping.
The value has fluctuated a bit, but seems to be sticking rather steady at 88Y to the dollar right now. If you assume 125Y = $1 you should be alright. Alternatively, just take the amount of yen you want to bid and divide by 88 for the dollar cost.
And don't forget that you've got shipping cost on top of your purchase price. I'm sure dv8 would rather take $2 - $3 less per item from folks that accounted for shipping than having someone bid too high and have to cancel due to added shipping cost.
