The 5200 was created as an entry level DX9 card at a time when Vista was expected to ship much earlier. It was never intended for the gaming market and was always targeting those who needed the cheapest possible way to have a real DX9 GPU. Thus, even with the DX9 features, high end model from the previous generation can run rings around it for gaming.
You shouldn't be limited to the 5200, though. More powerful GPUs are moving into the bargain sector now. Fry's/Outpost has recently had 5500 cards for $30 AR and today's newspaper ad shows a 128MB ATI 9550 based board for $30 AR. This GPU has roughly double the 5200's performance. For around $60 you can do better still. Just keep an eye open for the deals.
