Could be a nationwdie price drop, or the precursor to a Player's Choice re-release.

I wasn't able to find any copies for theTRU clearance - so 19.99 new would probably make it about 16.00 used!

Wow, where have you been. Since you seem to be behind in price drops, did you know the PS2 is only $149.99.

Hmmm...well, everywhere I have been in town Baten has been $29.99. I suppose I should try EB again...

Hopefully, but when EB has closeout markdowns, they only apply to the new stock and doesn't affect the used price. The used copy for a closeout game at EB is often more expensive than the new one!
