It's not just to keep Harvey's ideals alive, but to keep the work he did in the courtroom untainted by his actions. It would make it easier for all the mobsters he had put away to get a walk if it was revealed the DA was mentally unstable. Doesn't matter if he was that way because of what happened to him, the lawyers would use it to call everything he did as DA into question and likely get a lot, if not all of those mobsters a walk.
I also think that there may be some hope that if Harvey remains untainted, that his apparent death could rally the city to save itself in a way that, at least according to Ra's Al Ghul, the murder of Bruce Wayne's parents had.

oh I see now. I do recall someone said if someone asks for Dent, tell them he's still missing... I can now see how people can lead to believe that Joker killed Harvey when he blew up the hospital.
Batman can be made to look like he went after the other people because he can be what no one else in Gotham can be.
Did anyone pay attention to Gordon's family? He DOES have a daughter. Is her name is Barbara after her mother? We do not know but it would have been nice for Jim to call out his daughters name that would eventually hint at a future batgirl.
Anyways I really got to see this movie again in IMAX next week.
