I know Borderlands can be played 4-player co-op online, but I can't really think of any offline co-op games other than Turtles in Time: Re-Shelled (not even 100% sure about that one...)

Dungeon Hunter Alliance is supposed to have good 4 player Coop and can be played offline.

I whole heartedly recommend Castle Crashers. I have played countless hours with multiple friends.
Sports games are always fun, and if they are not your favorite try some more unrealistic ones like NBA Jam, or NBA Homecourt. In terms of realistic titles, NHL 11 and Fifa 11 are excellent.
Rock Band titles are always a blast if you have all of the controllers and like the genre.
You Don't Know Jack, Trivial Pursuit and the Scene It titles are all pretty good party games.
Blur is an exceptional racing game that blends Mario Kart with Burnout and has 4 player split-screen.
Call of Duty titles as well as Gears have 4 player splitscreen, but only competitive between those players.
Those are all the ones off the top of my head but there is this site that tells you the number of players on one xbox and system link and all of that, you can just search and research all of the 4 player offline ones.

A majority of the 4 player co-op games are beat-em-ups like Castle Crashers, TMNT 1989, TMNT: Turtles in Time, X-Men, Castle Crashers, and Scott Pilgrim vs The World. All of those are pretty darn good downloadable titles. I'd also recommend Zombie Apocalypse if you like a lil twin stick shooting. South Park: Let's Go tower Defense Play is also good if you like tower defense stuff while Worms 2 and any of the Bomberman titles are good for adversarial stuff. That should cover things on the downloadable front.
If you're going for disc-based games, I'd go with any of the LittleBigPlanet titles as well as the Marvel Ultimate Alliance games for now as those provide some good 4-player co-op action.

Castle Crashers, Scott Pilgrim, LBP 1 & 2, and Rock Band are all fantastic single console co-op experiences. Monster Madness (Grave Danger on the PS3) and Marvel Ultimate Alliance (1 & 2) aren't bad either.

Quiz TV & World, Bomberman, Worms, Fat Princess, Tetris, Warhawk, Bionic Commando (MP is a lot of fun), Trine (although it's only 3 players), Pixeljunk Racers (6 players), X-Men (6 players locally on PS3), Tank Battles, and Hoard (not really that good IMO).
