Yes, there are only a few exceptions, like Warhawk, GT prologue, SOCOM U.S. Navy SEALs: Confrontation (24 h lock), GT5 dlc, (limited to one account), Metal Gear Online Expansion packs, and Avatars (only work on the account they're dowloaded from.

DLC IS region locked, whether disc or digital download, you need it from the same region (as your disc or psn version) for it to work; not seen one exception in almost a year of sharing.
rergion 1/NTSC: America (north & south)
region 2/PAL: Europe, Australia, NZ
region 3: Asia (Wilflare just confirmed it's separate from JPN store)
region 4: Japan
