That must be because now users which are on 4.30 update are being affected since you know hackers who are using 4.30 can go on psn and do freely as they want.

I'm having problems aswell, since this is happenning I decided to go and install 4.31 I will report back if that fixes it.

Or the other explanation aside from hackerts might be the introduction of the new store on USA, since Canada already got the new Store and USA may be implementing this, but I don't think it would affect Asian stores, and European stores at the same time.
