Before replaying I want to let you both know that there is a dedicated Destiny thread on the PS forums you can get better idea of what's going on there... now regarding you question, at first they were saying that you would start at 20 and had to level up all your way to 40, for me it seemed fine I thought that there would be some kind of storyline explaining why the light levels are gone (I think that was too much to expect from destiny writers), it also seemed fine because that way you would have 20 levels to unlock every perk in your new sub class (that also seemed very logical) but now they are saying that you will start at 34... 6 levels doesn't seem anywhere near enough to max out the new subclass so if this is actually true we would be at the same boat again of having the max level without having every subclass perk unlocked.

If I downloaded Witcher 3 as timeshare from one account and bought a phantom from different account, do I have to redownload the game from the phantom account? Im not quiet sure with all the psn offline crazyness lately.

No redownload necessary. Whenever there's an account change, it just needs to be recognized such as by logging into the account (but oftentimes automatically done in the background), the game itself would never need to be re-downloaded unless you're going from retail to digital or vice versa.
