Can a PSP save be transferred to Vita?

If I were to buy a Vita and rebuy some of my PSP games as downloadable, could I use the Sony PC software to move that save file to Vita or is it forever locked to use on memory sticks? Thanks in advance.

If you have a PS3, transfer them to the PS3 and then to the Vita from there.

It can be done from a windows computer as well. I've done it in the past.
