DSMtuners is pretty good, but there are tons of DSM sites out there with loads of info. I didn't know the Lancer had the 4G63 in it, though.
If so, you can easily turbo it for about a thousand dollars. Now keep in mind, it won't be as fast as an Evo and won't be AWD, but it will still be pretty quick.
The 4G63T is a really good engine, but it is prone to have problems once you start modding it. Make sure you know what you're doing or your mechanic knows what he's doing. Also tuning is your best friend. If your cars not in top shape, don't go out running it. It's the fastest way to blow up your engine.
Too many times I've read stories of these kids slapping on a boost controller, turning the PSI way up and then wondering why they blew their engine up when they have no supporting mods.
If you plan on doing any modding, make sure you always add the supporting mods before you do anything big. Like if you want to turn up your boost, make sure you have the fuel pump and injectors to support it as well as all the other stuff that goes with it.
I have a 91 Talon TSi, and it is fun as hell to drive. I have a few problems with it right now, but for the money I paid for it, I can't complain. For a $1,000, to get a 200 hp car that is easily capable of 300 hp with a bit of money put into it, you can't go wrong.
