Sellers get to set a minimum price for any item they list.
Goomba had it right - if Auto-Close is on, if you bid over the seller's minimum, you'll get it immediately. If it's off, the system "wakes up" when the listing expires and finds the highest bidder. If the high bidder's price is above the seller's minimum, the high bidder wins. The high bidder pays the greater of 1) the seller's minimum or 2) 25 cents more than the 2nd highest bidder. (25 cents is our bid increment for all items; eBay will adjust it as the price of the item increases.) So this means you can often buy stuff for less than your Max Price, even if you're the only bidder.
