It's not bad, just not a good first game for the series.

Which is exactly how it worked on the PS2. If you hated those control configurations, MPO wasn't going to change your mind. It wasn't much harder to shoot people in MPO, only the camera was the biggest control obstacle because it's controlled with the d-pad while you move with the analog stick.
The 4 weapons thing is just a strategy element. You get to assign four weapons or items to each of the four soldiers you send out to a mission, so you have to pick the best items for the job and not just useless crap.
Daroga, MPO does have lock-on, hold the L button and it'll lock-on to a nearby enemy in your view.
I do have to say that I like how Rainbow Six Vegas does it's lock-on set-up, as you can tag enemies when using the snake cam under doors or sniper rifles so you can see their walking patterns along with having a simple lock-on.
