Forza 4: Essentials Collection

I just bought an Xbox 360 with Forza 4 and Skyrim packaged together. The box has a sticker that reads 'Two Full Games'. However, I noticed my Forza 4 is an 'essentials collection'. Is this not the full, complete Forza 4 that I would normally get had I pulled one from store shelves for MSRP?
 
It doesn't have all of the cars from Forza 4 (as it is missing the second disc).
 
But if you could get the 2nd disk from Forza 4 to install it (purchase used at GS, return within 7-day window,) wouldn't you be good? The first disc is what you play off of.
 
Doesn't work. There's no option to install the second disc. You can buy the missing cars for a price from XBL.

And it isn't just Forza 4 disc 1. It's a custom selection of cars from both discs.
