The only problem is if it ends up like with the 2 Month Free XBLive cards, since I know quite a few friends who, through smart shopping and planning, were able to get around two to three years of XBLive absolutely free by spending around $100 in games that they wanted, people could theoretically abuse promotional Marketplace points with reckless abandon. Granted, I'm sure Microsoft could think something up about restricting how many promotional points you can use with each account but it depends where they would have to work in order to implement that safeguard. And if it takes a great deal of extra work for a nominal promotion on Microsoft's end...I can't really see them trying to promote something that most 360 owners are already aware of and are utilizing just to get a few more people onboard.
Besides, I understand what you're getting at but I don't think Microsoft would even attempt doing that. I forget which avenue is cheaper (either online or offline purchasing of points) but one of the available options tends to go for less money, and if you shop around you can get a worthwhile amount of points for quite a bit less than they are usually worth (ie: ongoing Sam Goody clearances, TRU clearances, etc.), allowing you to pick up points for pennies on the dollar.
For example, most Sam Goody locations, if they still have the 1600 point packs left, should have them around $17.50 apiece on average (this is after the clearance sale) and, beyond that, it could reach as low as $12.50 or even lower for 1600 points. That's quite a stellar price if you want to dip into the Marketplace without really comitting.
