Well, so far I only have experience with charge characters. But in SF4, can't you mash out special moves? (i.e. do the SPD motion while being hit, or SRK repeatedly) If they are doing a combo, of course you can't grab after the jump in heavy kick since you'll remain in block stun. But if they don't link a combo, the special can come out. I personally hate this aspect of the game (i really hate anything where mashing buttons comes into play).
I guess a good way to go against the jump in heavy kick, you can anticipate and catch them in the air before they release the attack. Then hopefully the other person will have to guess whether or not to release their kick earlier in the air or later. If they release to early you can punish them when they land. If they release too late, you can anticipate and catch em in the air before they release their attack.
Sure it becomes a guessing game, but at least the opponent doesn't always know you'll just be taking the jump in heavy on the ground.
And I believe gief can use his lariat as anti air, especially when used late (when the opponent is right next to you).
