a jumping HP is a jumping HP no matter what, there are no other conditions that change it. Likewise standing or crouching.
so let's say you do a jumping HP, jumping moves hit high so if the opponent is blocking low, he gets hit, but if he is blocking high, he is able to block.
let's say you do a crouching HP, it hits low. If your opponent blocks high, he gets hit. If he blocks low, he blocks the attack.
It does not matter whether you walk up to him and do a crouching HP or jump in and do a crouching HP, it's all the same crouching HP.
or maybe you're thinking of frame recovery?? If you jump and land, you have a certain number of frames to recover before you can block or attack again... I think... landing may actually not have any frames in it...
but in theory, chances are you may have been in a situation where you had frame advantage and hit your opponent before he had the chance to block
