The jury is still out on this, of course, but we'll really know for certain if, say, six months after the Go is released, the PSP section grows even smaller than it already is. That Fates/Unlimited game is on the PSN store only, as are Patapon 2 and Holy Badman! Whatever This Game is Called I Totally Forgot. There are a handful of other titles that have UMD releases elsewhere.

The basic technology and software for PSP and PSPGo is the same, it's just the method of software delivery. They'll have UMD versions of PSP games, particularly 3rd party ones, all the way up until they decide to release PSP2. If DD, does well enough, they may abandon the physical media system for handhelds entirely. If PSPGo fails, then they didn't bet the farm on a new platform, as I can't imagine it costs that much more to make the thing. This to me, is different from Sega's hardware strategy back in the day.
DD in retail is very much possible as evidenced by the point cards, and DLC boxed editions with codes inside.
